Q&A with Jayant Sinha

On the execution side, what are the steps taken by the government to make execution faster and better compared to the previous governments?

Jayant Sinha: That's a very good question. We've done many many different things to drive and streamline execution.

For one thing, we have de-layered the Council of Ministers. Previously we had many, many groups of ministers that were dealing with a lot of issues - that has been removed. There is streamline decision making and follow through and execution.

Next, the Honorable Prime Minister has instituted a very, very innovative mechanism called PRAGATI, where the PMO and the prime minister review, with all of the state chief secretaries and the secretaries of all the different ministries, what is happening on all the major initiatives. They go through it in a very direct and straightforward manner to ensure that things are moving forward.

Thirdly, we have empowered the bureaucracy. In the past, a lot of decision making in the bureaucracy was not happening quickly enough. We've empowered the bureaucracy to be able to make good and fast decisions, and as part of that, there is work we are doing in the Prevention of Corruption Act. So that bureaucrats are not going to be penalized for making professional judgments.

Right now, there are certain interpretations that actually make it difficult for bureaucrats to make certain kinds of decisions. So we're trying to remove that hindrance as well by an amendment to the Prevention of Corruption Act, so that our bureaucrats are able to make swifter decisions.

Finally, the biggest change that has happened in execution is that you've voted the NDA Government to power. We have a government that is absolutely clean; there have been no allegations of any corruption at all.

We are working day and night to ensure that we can deliver for the people in India. The Honorable Prime Minister stated in his speech in the Central Hall of Parliament on May 20, 2015, that the clock is ticking, that we will have to provide a report card to our voters in 5 years.

I actually present the report card to my voters in Hazaribagh not once in five years or even once a year, but every three months. You can follow me on Facebook and you can see all that I have done in terms of my quarterly assessments, my report cards. I have done an annual report card as well where we've laid out the 65 actionable points that we're working on right now.

I assure you that my colleagues, other members of parliament from my party, from our alliance are equally focused on execution and getting things done.

So by putting in an NDA Government, you have done the best thing you could do in terms of really getting the services and the reform initiatives that the people of India deserve.
